Industrial Policy in Action: Morocco’s Path toward Green Competitiveness
In his keynote address at the Industrial Policy for Africa conference, Dr. Abdelaaziz Ait Ali, Principal Economist and Head of the Economics Research Department at the Policy Center for the New South, explored Morocco’s evolving industrial policy and how the country has built competitive advantages—especially in the green economy and electric vehicle sectors. Drawing on two decades of reforms, he highlighted how Morocco combined horizontal policies with vertical interventions.
Industrial policy success depends on things we don’t control…there is no fixed set of ingredients that guarantees it.
He stressed that industrial policy success requires continuous adjustment, strong coordination, and a holistic approach. He mentioned areas like education, where inefficiencies and mismatches between skills and labor-market needs remain a major challenge.
